LS: missing dev-deps when analysing crates

Sometimes settings for some crates (especially in a workspace where crates depend on one another) get overwritten and therefore they may e.g. lack dev-dependencies in their final state in the db. We should collect all possible dependencies of a crate as a set before loading it into the db.
