cannot find octmap

can not find octmap when compile hrpsys-base,
check if hrpsys works by restarting here->https://travis-ci.org/start-jsk/hrpsys/builds/27368597

failing hrpsys seems different reason -> start-jsk/hrpsys#90

this has been fixed somehow
