Move or formalize repo

In an ongoing effort to clear up our repo list a little and make it more legalese-friendly, let's move the unused / unfinished repos to their authors' respective profiles or add licenses to them.
@zah could you check this out please and move it, or if you think it should stay just tell me and I'll slap a License file in here.
