CLI udev Requirement

Hi,

It seems the CLI tool only supports Linux distributions that utilize udev; I updated the 'eio_cli' tool so it also supports Linux distributions that don't use udev (like ESOS). I wanted to make the group aware of the patch for possible inclusion (if desired); no action required.
