Include a simple method to calculate Relative Standard Error in the next release.

A function will be included with future releases to easily calculate relative standard error, suggested by Malvestuto 1996 (FishTechniques, ed2) as a convenient measure of precision. Currently, the function CalculateRSE() resides in the creelSurveyPaper repository in the R folder.
This function will be moved over soon and this issue closed.
