Starting November 28, 2022, Heroku stopped providing a free tier to its users. If I am not mistaken, the current price is $5 per month. Is there any other way to generate the token without Heroku? Can generating an access token with the Instagram Basic Display API be used as an alternative?

You can use https://www.instant-tokens.com to do this, it isn't free but is considerably cheaper than Heroku. There is a guide on setting this up here https://www.instant-tokens.com/pages/guides/post/adding-instagram-feed-to-your-website
