Fetch public messages from API

The API supports messages to display at a stop, i.e. information about current delays, changes in schedule, etc. Implement methods to fetch those messages.
Messages cover the following fields
| Field | Usage |
|---|---|
| MessagePriority | Priority from 1 to 10 (1 is highest), default 3 |
| MessageText | Text to display to the public. |
| MessageType | 0: Normal, 1: Special, 2: Full Matrix (stop out of service) |
| MessageUUID | unique identifier |
