Protocol handler for matrix:// links

Protocol handlers can point to extension pages, so it might be nice to e.g. register ext-matrix:// as protocol and handle links by forwarding them to riot appropriately. matrix:// directly isn't possible, but might be possible to PR it over at mozilla, they whitelisted ssb, dat and ipfs as well a while back.
