Given https://github.blog/2017-07-06-introducing-code-owners/ we should add a CODEOWNERS file and set the repo to require a review from an owner.

Yeah, looks like this would be a useful a feature for us to use. As one of us reviews it anyways, makes it easier for us to make sure we do
