Missing config.php in Step 3

Step3 is missing config.php - required by header.php, it provides the $stripe array used in payment_form.php.
Looks like a copy-paste of config.php from Step7 to Step3 will fix the issue. I would issue a pull request myself, but I'm so new to git that I'd rather not leave it to me.
