Census Tracts vs. Other Boundaries Interaction

If on any other boundary except for Census Tracts, add Tracts as base layer for reference. When the user clicks on the boundary, the other boundaries are greyed out and the census tracts come into view. If the user shift-clicks: they can select a specific Census Tract within that boundary.
