README links to (unmaintained?) Launchpad repos and bug tracker

src/README.md and https://pythonhosted.org/pytz/ both link to Launchpad as the primary repository and bug tracker. However, the repository at Launchpad doesn't seem to be receiving new commits, and the bug tracker seems to be disabled. Is GitHub the primary location now?
