document-service task ordering

The task ordering for the document-service need to be modified. The tests should be run after the document-service is built and installed.

Can you attach logs that doc-service errored?
It isn't the order, the test part runs a server.

Haven't observed this in any recent version. Comment/re-open if anyone observes it again.
