Page Structure doesn't detect drawers

I'm not able to see structure for the layout being displayed in a drawer. It doesn't show up in page structure even after I refresh it a couple different times.
See screenshot below.
I ought to be able to see a "create-actions" layout in this example from Sugar 7.6.
