laptop fans don't work ONLY on rtx half life

I use a laptop with an RTX 3050 gpu so it's a bit hard to run in general however recently my laptop fans which usually kept it running fine playing this do not work (or very minimally at least as if I have no apps open) and I am positive it works on other games. even other ray tracing games it works fine the fans are used and keep it running fine.
This issue only started recently and I have been playing through for a many months issue did not appear till a few weeks ago, so I am not sure if its due to a driver downloaded or something. could not find anything to help online couldnt even find an app to make the fans on manually please help i can only go a few minutes playing until the game starts stuttering a lot
