Split piles support from allies

Currently, split piles don't appear to be properly supported from allies (and I suspect from empires, but I did not yet check) where for example 'Forts' get 5 different dividers one for the whole pile and 4 for the individual card types in them, I understand this may be desirable but especially with slipcases for example it is an issue.

For example, here 'Augurs' appears to be empty according to the pdf while the rules say right on the tin that it should have 16 cards in there
