After #1676 is done (in v5.x), we should remove the legacy Tooltip in v6.

I'll close this because it only emphasises the release pattern we use. With upcoming mechanisms to release components as experimental or legacy (#2094), these patterns will become easier. We'll mark the existing component as legacy (so it's on a different namespace) and eventually remove it once the new tooltip component (using Floating UI) becomes stable.
