Issue with the "External Connections" doc

I found an issue with this document.

Describe the issue

When running fly postgres create, there is no fly.toml file specific to the Fly Postgres instance created. The step that advises to "Pull down a fly.toml configuration file for your Postgres app, if you don’t have it" is unclear. It is not evident what should be done with this file. Should it remain under version control? How should one handle this if creating the Postgres instance for a specific app that already has a fly.toml file? Should the two fly.toml files be merged, or can both configurations be managed from a single file?
