Can't replicate, make sure you pulled the latest commits, and that the cs2dumper repository is reachable.
Edit:
The error originates from the download function in the build script, which downloads the offsets from a2x/cs2-dumper during build. Considering you likely live in China, make sure that it's not blocked on the attacking/host machine, where radarflow2 runs/gets compiled.
