Add safe_bin directory

Add in the PREFIX a PREFIX/safe_bin which contains wrappers of all PREFIX/bin executables which load the HL env and call the bin/ exectuable so we can add it into the termainal PATH env without requirering to load the LIBRARY_PATH which can possibly broke the session due to lib version conflicts with the host system.
