It is possible to initiate payments via ACH using ISO20022.
Some context on how ACH works via ISO20022:
The underlying network will always work through NACHA Addenda Record (think the classic NACHA flat file).
Banks mostly offer the way for a ISO20022 file to be translated like-for-like into an addenda file.
NACHA has linked the Mapping Guide. We can use this to create a default way to create ISO20022 files that work via ACH.
