Add GitHub labels for categorise Issue/PR

It would be nice to add some labels to help filtering / to do some triage on Issue and PR.

Pull requests about new components, templates and tools are quite easy to review and merge (it should only affect one file), so being able to see them at one glance could help to reduce delay between submitting and when it will appear on the website.

Also issues and pull requests about recipe and cheat sheet need more attention as they require spell check, proofreading, typesetting, etc.

I propose to add the following labels:

• Component
• Template
• Tool
• Recipe
• CheatSheet
• Event ?
