OpenAPI 3.1.0 support: amend docs to reflect current needs

The goal of this issue is to amend following files to provide recipes how to setup this repo locally or install swagger-client npm package:
- setting-up.md
- installation instructions

installation instructions doesn't need any changes as I kept it fully backward compatible. The only change is that minimum Node.js version is now >=12.20.0.
