Support GBNCC project ID(s).

Add functionality to quickly output lines that can be copy/pasted into the GBNCC obs sign-up page.

This will require project-specific handling within Sched. Will need to think about a "slick" way to do this. Seems cludgy to add yet another flag.

Implemented, though still a few things that should be checked, e.g. see #14.
