README info incomplete and docstrings need work

Work on docs/info to improve ease of use.

Getting slightly better, but until SchedScrape includes GBO scraping functionality, this won't be fully addressed.

README now painfully out of date; should fix this and maybe add a separate file like SupportedProjIDs.list, so this is absolutely clear.
