Stop inspiral after fixed number of orbits

We need a Trigger that measures the number of orbits in a BBH simulation, so we can stop the simulation after, say, 3 orbits for eccentricity control.

Why not just specify a time? That seems easier. You can get an estimate of the time for a specific number of orbits from PN.
