Hashtag/pound is removed from theme-color

TSF strips hashtags from RGB values on save.
In the refactoring of TSF v5.0, I forgot to add it back on output.
So, the Iris selector will show an invalid color (white), and the front-end output won't have an effect.
When we fix it, the # should be reinstated, and the hexadecimal color must remain as selected.
The sitemap colors are unaffected by this mistake.
