Cannot crop a Jpg as lossless if rotating an image

Not sure if this is a bug or just cannot be done. I scan photos (too long to be scanned vertically) so I need to rotate them before or after cropping. Problem is I cannot save them as lossless after rotating.
However I can right click the saved image file and rotate them perfectly fine after the fact.
So I'm thinking its a bug.
