The previous fix allows the only partial transaction to be queriable to cosigners, it should allow all other transaction groups

don't think NIS1 does this, do we need it in rest? It's already checking / passing partial transactions to cosigners, to allow other groups transactions to be shown to the cosigners might be convenient for wallets, but could be somehow confusing for other integrations.
