[Bug] Stalled in a "Finishing up actions ..." state

What happened?
- If I delete resources and hit apply changes, I get stalled in a state where the status bar says "Finishing up actions ..."
- Refresh fixed it, and got me to Head
How can we reproduce this?
- I just reproduced the problem by once again creating the four resources from whiskers, deleting them from the workspace, and hitting apply again.
- Screenshots of the two times I have seen this bug attached (note the time on my mac clock and compare with the time when I hit the apply button as recorded in the Applied Changes Panel). The second screenshot shows where I left it for 45 mins and it didn't resolve.
