Add installers to '-tools'

I've got a working prototype for installing tableaudocumentapi and tableauserverclient -- but the TODO also says we intend to install the SDK.
But the Tableau SDK (Extract API) isn't available on PyPI.
We could download it from our mirror, unzip it, and install it via setup.py -- which would require detecting the platform and downloading the right file, not too bad.
But... the Extract API doesn't support Python 3 -- where as the others do, so that'd be a bit sad (Unless you merge my changes that make it support python 3, which I checked into gitlab a while ago and just remembered ;) )
@benlower what do you think, worth trying to download it or no?
