This Speedtest client is capable of testing against a non-registered Speedtest server using the --test-server switch. However, the client fails with "Unable to retrieve your IP info. Try again later" if it cannot first perform this IP lookup.
Requesting capability to perform a speedtest with this client from an environment that does not have outbound Internet access. This wouldn't be possible in a scenario where the Speedtest server is assigned, but I imagine possible when a speedtest server is specified by IP:port.
