Patch for supporting node 11, 12 and 13

I made a small patch which adds support for Node up to and including version 13, in addition to Node 10:
I had to add .txt to the file in order to be able to upload it to GitHub. Save the file as patch-preinstall.js in FreeBSD-VSCode/files.
