[TP/Jobseeker profile card]: Fix the jobseeker's location on the jobseeker profile card

Describe the bug
On the jobseeker profile card on TP, we currently display the location the user entered in the Name and location section of their profile. It’s a free text field, and users can type whatever they want there. We should change it because it messes up the card UI (see screenshot). Also, the wording ReDI does not match there.

Expected behavior

• Instead of ReDI [location], we should display Based in [federalState] on the jobseeker profile card.
• Also, we need to fix the validation message for the Your place of residence (state)* field to be "Please select the state you live in".
