Add toggl support via API

I have some commands to start and stop toggl timers in my repo under https://github.com/pokey/pokey_talon/tree/main/plugin/toggl. If there's interest, I can upstream them, but figured I'd raise an issue to save myself the ~hour required to upstream them if no one is interested
