Users should not be able to enter edit application mode outside of wave

Describe the Bug
Attempting to edit an application outside a wave will produce the error Applications may only be submitted during a registration wave., but the expected behavior is that the user should not be able to enter the edit mode at all.

To Reproduce
Steps to reproduce the behavior:

1. Attempt to edit an application outside of a registration wave

Expected behavior
I should not be able to enter edit mode for the application.
