Don't load the whole tafseer

The tafseer is about 1 MB, loading all of it on memory is costly.
Load a random fraction of it and automatically change that fraction after a number of requests or after a period of time.

1 MB is ok for now. Currently the java process takes around 400 MBs of RAM
