Highway shield glitch in Refill

I'm seeing a glitchy highway shield for New York routes.

Compare to Bubble Wrap, which seems not to have the issue.

This is using the v11 release.

I think there is some work happening on the shields on bubble-wrap right now and refill has not caught up to these. @nvkelso can update more on this.
