Pause screen on Dr. Mario doesn't look right

Expected:
Per bgb it should be displaying the background map from $9C00 while paused and $9800 while not paused. The window is not used. gbdotnet seems to always be drawing $9800.
Something not updating in BackgroundMap when LCDC updates, maybe?
