How to write documentation for a TC39 proposal

PR under development at tc39/js-outreach-groups#8 ; your comments would be welcome there. I want this to eventually live in how-we-work, but because this repository is private (https://github.com/tc39/Reflector/issues/191), and there are educators outside of the committee who could help write this article, I'm developing it there. I'd like to make this repository public ASAP so that we can avoid using these workarounds.

This issue is linked from champion.md but the PR that's linked from it is closed. Should this issue, champion.md, or the linked PR be updated?
