Weights not totalling 100

In the new pogchampion preset for alttpr, the hints on lines 59 and 124 total to 103 rather than 100.

Hi, thanks for the report.

These weights are specified by the winner of a tournament, so they'll need to tell me to update it. I will forward this observation to them though.

Also, it isn't a requirement that the weights add up to 100. Think of it as 66/103 as the chance for on, and 37/103 for off. I only have them add up to 100 typically so its easier for an end-user to understand. In this case, though, this weight set is for a tournament and specified by someone other than me, so I'm reluctant to change it without approval.
