Feature Request: Configurable Cooldown

Currently, SciOly-ID's system for cooldowns is non-configurable, and additionally not easy to change, since each change requires rebuilding the package. For users who potentially would like to host versions of bots for personal/organization work that are willing to take on higher loads, or potentially would like to increase the limit, this can cost time. By adding configurable cooldowns, users in this position will save a great deal of time and be able to customize cooldowns to suit user and server needs.
