values used for dcat:mediaType in distributions index should be an IRI, not literal

In the column mappings at https://github.com/tdwg/rs.tdwg.org/blob/master/index/index-datasets-column-mappings.csv the values for dcat:mediaType are set to be plain literals. However, it appears based on the discussion at w3c/dxwg#127 (comment) that they should be IRIs. The recommendation is to use the IRIs of the form https://www.iana.org/assignments/media-types/application/ld+json, which unfortunately only returns plain text and not RDF. However, they are valid IRIs and maybe someday will dereference to RDF via content negotiation. See also w3c/dxwg#170 which notes that the examples in the 2014 specification are wrong.
