Nirin doesn´t launch on my PC, closes with error

The game Nirin ( Namco ES1 hardware ) won´t launch, It closes after some seconds giving an error related to BudgieLoader.
The error is a BudgieLoader cygwin_exception - I attach a screenshot of the error messages before the game closes.
My PC is Pentium E5700 with 8 GB Ram and my GPU is Nvidia GT 640 1 Gb Vram.
I will be very grateful if you can give me any clue so as to fix the issue.
