Remove: legacyForwarding true in registrations (along with old NGSIv1 CPrs forwarding logic)

Deprecated since Orion 2.0.0, almost all NGSIv1 stuff was removed in Orion 4.0.0.
However, the legacyForwarding logic is still there.
Rule R90 should be added to https://github.com/telefonicaid/fiware-orion/tree/master/scripts/oriondb_consistency

The ProviderFormat type and the format field in registrations document will be no longer needed after this change.
