Remove deprecated `ReadHomeFlag` call

The cosmos sdk removed the ReadHomeFlag function in #10226 cosmos/cosmos-sdk@bdc0ca0, and this stops starport scaffolded chains from using the latest patch release of the cosmos-sdk.
To fix this, I think we need to remove the call here
