onnxruntime版本已经更新了，你可以根据https://github.com/microsoft/onnxruntime/blob/master/BUILD.md 进行build，build的时候加上--shared_lib，来生成.so文件，或者通过https://github.com/microsoft/onnxruntime/blob/master/BUILD.md直接下载试试

ubuntu平台下只要包含.so文件的库就可以了，在windows平台下把相应的.lib和.dll文件拷在你的VS工程目录下，总之就是在VS正常进行环境配置。
