Hi!

Any chance we could get Windows binaries on PyPi for the latest release? Pip only finds Windows binaries for 0.31.0, which is not fully compatible with the latest version of TF.

Also 0.33.0 does not have Windows wheels, which implies that TensorFlow 2.13 cannot be used on Windows.

Hello, any news about releasing versions 0.31.0 for windows. I also see that the wheels for python versions <=3.8 are not generated either. Is it intended to not provide the binaries for windows nor such python versions anymore?
