Support `--detect_file_replacement` in rustboard

We don't have many option to work with Google gcs-csi-fuse on Google Cloud + Tensorboard. We need rustboard perf cause gcs-csi-fuse doesn't support symlinks so it is hard to filter specific runs on gcs and it will be too slow with to load many experiments from the parent folders with the python TB.

Any update on this? Is there I way to finally support Google gcs-fuse-csi?
