JFYI TF 1.4.0 is very old (released in 2017) so I suspect we can't really help you with issues specific to 1.4.0.
As for your specific question, can you see if this answer helps?

@sanjoy what version do you suggest me to install about 1X version of tensorflow.

1.15 is the latest TF 1.x version.
